When a database is said to be highly available? Is there any check point to make the database highly availble.

How this availability ratio can be obtained from the DB.

A databse is said to be highly available, if the availbility of database is stable without any connection time outs in between.

This terminology pertains to the DBA. I don't have exact idea, how this can be measured and how to make a db highly availble.

Availability is usually measured in percentage uptime (100 * total time the system was available / total duration of measurement period), and guaranteed with SLA.

You can read a whitepaper on Overview of high-availability Oracle 11g setup to help you get started with the various Oracle features / configurations you can leverage for a high-availability DB deployment.
